The Rwanda National Congress (RNC) has formally filed a legal complaint with the African Commission on Human and Peoples’ Rights (ACHPR) against the Government of Rwanda over a secretive $404.7 million infrastructure contract.
The complaint follows investigations by the Rwandan Auditor General, Transparency International Rwanda, and independent watchdogs. Findings reveal that a massive road construction contract in Kigali was awarded to Crystal Ventures Ltd (CVL)—the commercial arm of Rwanda’s ruling party—without competitive bidding, public oversight, or transparency. CVL’s subsidiary, NPD Ltd, was tasked with the project but has failed to deliver the roads after six years.
Systemic Favoritism and Market Distortion
This case mirrors long-standing international economic concerns regarding the country’s business climate:
- U.S. State Department Findings: Annual Investment Climate Statements on Rwanda consistently highlight that investors face unfair competition, noting that ruling party-aligned and politically connected businesses receive preferential treatment in securing public incentives and contracts.

“This transaction represents a classic case of state capture, where national resources are systematically stripped to enrich a ruling elite while ordinary citizens suffer from crumbling infrastructure,” said Attorney Ignace Rusagara, Spokesperson of the RNC. “We have taken this fight to the ACHPR because internal mechanisms for accountability in Rwanda have been entirely compromised. This is not just corporate favoritism; it is a direct theft of the Rwandan people’s future.”
The Scale of the Diversion
The $404.7 million involved in this single transaction highlights a massive diversion of national resources:
- GDP Impact: Equals roughly 2.5% of Rwanda’s entire $16 billion Gross Domestic Product.
- National Debt: Represents 3.8% of the country’s $10.6 billion public debt.
- Citizen Equivalence: Matches the annual economic output of 340,000 ordinary Rwandan citizens.
- Foreign Aid Comparison: Nearly doubles the $207 million in total U.S. foreign assistance obligated to Rwanda in fiscal year 2025.
Demands for Accountability
The RNC asserts that this transaction constitutes a gross abuse of power and a direct violation of the economic and human rights of Rwandan citizens. Through the ACHPR, the RNC is seeking: Urgent Regional Judicial Scrutiny of
- Rwandan state procurement practices.
- Immediate recovery of the diverted public funds back to the national treasury.
- An end to the financial enrichment of the ruling party through state contracts.
